Both are three hours from the city and they are not the same kind of day. A short answer, and the reasoning behind it.
They are roughly the same distance from Cebu City, in opposite directions, and both are sold as the big south Cebu day trip. They are not comparable experiences and the choice is easier than it looks once you stop comparing the animals.
Moalboal, unless a whale shark is specifically the thing you came for. The sardine run is a short swim from a public beach, costs almost nothing, has no queue, no boat, no time slot, and no ethical footnote. You can do it twice in a day and once more the next morning.
Oslob is a managed encounter: a fixed fee, a briefing, a boat, thirty minutes in the water at a scheduled time, and animals that are fed to keep them there. It is extraordinary and it is also the part of this coast people argue about, and you should know that before you book rather than after.
Oslob is an early alarm, a queue, thirty remarkable minutes, and then a long drive with the rest of the day to fill — which is why Tumalog Falls is on every Oslob itinerary. Moalboal is a place you stay in: you swim, you eat, you swim again, and the sunset over the Tañon Strait does the rest.
That difference is really the whole answer. One is an appointment and the other is a location.
